Human Rights Center More than 7 700 Administrative Detention Orders Issued in 2025

The Palestinian Center for Prisoner Studies confirmed that Israeli occupation authorities continued their escalation of the crime of administrative detention without charge during 2025, issuing more than 7,715 administrative detention orders, including new orders and renewals.
The center explained that the occupation pursues a policy of collective punishment against Palestinians by arresting thousands of them without specifying the charges against them, relying on suspicions and security reports prepared by the Shin Bet, which has complete control over the administrative detention file.
The director of the Palestine Center for Research and Policy Studies, Riyad al-Ashqar, stated that the Israeli occupation authorities have dangerously and unprecedentedly escalated the use of administrative detention since the start of the genocidal war on the Gaza Strip on October 7, 2023. More than 17,000 administrative detention orders have been issued against Palestinian prisoners without charges or legal indictments, thus justifying their continued arbitrary detention for periods of up to three consecutive years.
Al-Ashqar pointed out that the widespread arrest campaigns carried out by the occupation in the occupied West Bank and Jerusalem have been accompanied by the transfer of thousands of detainees to administrative detention, given the inability of the occupation’s intelligence services to present any evidence against them. This has led to a rise in the number of administrative detainees to more than 3,400, constituting about 35 percent of the total number of prisoners in Israeli prisons, which is 9,500. This number continues to rise, compared to approximately 1,300 administrative detainees before the genocidal war, meaning the number has tripled.
