A joint report issued by 12 Israeli human rights organizations confirmed that the second year of the war on Gaza witnessed an unprecedented expansion in Israeli violations, both in scale and severity. The report indicated that 2025 marked a turning point, transforming practices previously described as “exceptional” into systematic, daily policy.
The report, released Tuesday, was prepared by a platform comprising prominent organizations, including Gisha, the Association for Civil Rights in Israel, HaMoked, Yesh Din, Breaking the Silence, and Physicians for Human Rights. It is based on the findings of three consecutive annual reports (2023–2025).
The report revealed a decline in military discipline, an escalation of right-wing government rhetoric, and a tightening of policies toward Palestinians in Gaza and the West Bank, alongside ongoing attacks on judicial and civil oversight mechanisms within Israel.
By May 2024, the number of martyrs in Gaza had reached over 36,000, and this number rose to 67,173 by October 2025, including more than 20,000 children and approximately 10,000 women, in addition to some 10,000 bodies still buried under the rubble. The number of wounded also exceeded 170,000.
In 2024, more than one million Palestinians were displaced within the Gaza Strip, and this number rose to 1.9 million in 2025—nearly 90% of Gaza’s population. Many of these displaced people were displaced multiple times, coinciding with the collapse of entire residential neighborhoods and vital infrastructure.
The report indicated that the warning of famine in 2024 transformed into mass deaths in 2025 as a result of Israel’s starvation policy. In July, 13,000 children were suffering from acute malnutrition, and the United Nations officially declared famine in August. By October, 461 people had died of starvation, including 157 children.
